1.(i) A qualifying offer is either [glow=red,2,300]80% for a player
who is under 70 overall[/glow] -OR- [glow=red,2,300]100% for any player who
is rated 70ov or higher.[/glow]----------------------------------------------------
2.(i) A GM can make an offer to their own RFA that is
less than that of the qualifier (with respect to his
overall rating) however it would not count as a
qualifying offer.
[Disclaimer: With only 3 attempts to sign a player, feeler offers aren't a great idea, come out with a fair offer with solid reason or operate at your own risk]
2.(ii) Offering a contract that is equal to a
qualifier does not necessarily mean the player will
automatically sign it. It simply is a recognition that
the player keeps his RFA status if a deal cannot be
reached.

3.(i)[glow=red,2,300] A GM will have three (3) opportunities to make
an offer for a player[/glow]. More specifically, the initial
offer counts as one (1), the agent(s) will reply with
agreement or a counter; a second (2) re-counteroffer
will be heard by the agent(s); the agent(s) will then
agree or re-re-counteroffer; finally a 3rd (3) and
final offer will be submitted by the GM; this offer
will either be agreed upon or ultimately rejected by
the agent(s).
3.(ii) If one of the offers by the GM suffices as a
qualifier (again, 80% or 100% depending on the
individual player rating) then the player proceeds as
an RFA to the open market. If none of the offers
amount to a qualifier the player then becomes a UFA
and is free to entertain offers from other teams at
seasons end with no compensation to his previous team.

4.(i) In an instance that a pending RFA who has
already proceeded through a trifecta of negotiations
with no conclusion to their contract status
(regardless of qualifier being reached or not) is
subsequently traded prior to free agency... the NEW GM
is permitted to put forth re-negotiations for another
three (3) attempts.

5.(i) Singing bonuses are allowed however are
restricted to the formula as already laid out in the
BRHL rules: [((base salary*yrs)/2)]. Incentives will
also be considered, however they are NON TRANSFERABLE.
If a player with an incentive clause for whatever
acheivement is dealt, the SIGNING TEAM is responsible
for the payout of moneys owed to the player. This
enables league statisticians to easily track which
player is owed which bonuses at seasons end; and
prevents general managers from washing their hands of
their own financial miscalculations.

7. The commissioners will include one other GM independant to assist each commish in acting as
agents for the other RFA players on the other
commish's team. This prevents accusations of
collusion.

8. There is no change to the ages of RFA/UFA. If a
player is 30 years of age with one year remaining on
his contract he is considered a RFA.
