1. You must post your 20 man roster before you can bid on any UFA or RFA player.
2. Once you sign a player, you may replace one of your listed 20 players with your new acquisition.
3. Only count the salary towards your payroll, not the yearly contract amount.
4. If you want to send a player down to the minors who makes over the $1.5 million limit, please notify the league by email as the player WILL go on waivers for 48 hours before he will be put on your farm.

Are only players with a salary of 1.5M or more eligible for waivers at this point? Or are all players that would normally be eligible?

Only players with a salary over $1.5 million are available for waivers. All others do not face waivers.
During the season, if the player's salary is less than $1.5 million, he does not go through waivers until he has played at least 10 games in the BRHL pro season (exemptions are given to those who are under 23 and have played 5 games in the AHL the prior season (i.e. Hamonic, Sbisa))

Or do players earning $1.5M and more have to clear waivers? I ask because I have a $1.5M on the button contract that I may want to send to the farm. thanks in advance.

$1.5 million salaries can go to the farm without going through waivers, anything more has to clear waivers. Sorry for the confusion
