1. You must post your 20 man rosters before any bids, any bids made by teams who have not posted their 20 man rosters will be ruled ineligible and discounted.
2. Bidding begins at 6pm PST October 17th.
3. Contracts are 5 years long maximum.
4. Signing bonuses cannot be more than 50% of yearly salary (i.e If you are offering a 2 year deal @ $4 million, the maximum signing bonus that can be offered is $4 million).
5. Bidding will be done based on yearly contract (i.e. 1 year @ 6 million is worth more than 2 years @ 5 million)
6. You cannot bid on more than 5 RFA/UFAs at any time. If you bid on a 6th player, you will be warned the first time, fined the second and if it happens a third time, you will forfeit a pick.
7. You must continuously update your 20 man roster with new bids.
8. If no one outbids your offer in 48 hours, then you win the bid.
9. You are allowed to exceed the $43 million cap by $3 million. If you exceed it, your last bid will be ruled ineligible and you will be warned the first time, fined the second and forfeit a pick the third.

Where should we post our rosters? Should we be submitting rosters where we have demoted everyone else so that we fit within that 20 person limit?

The 20 man roster subboard has just been created, post there. No need to submit rosters just post to the subboard.
As for your second question, yes. As soon as you're outbid on one of your 5 players, you are able to bid on another. Just remember to keep updating those rosters.

Any bid under $1.5 million does not count towards your cap room as they can put them into your farm team. However, they do count towards one of your five players bid upon.

Minimum Raise must be $200k higher than the previous bid. My apologies for not having this rule noted as I forgot that we had new GMs.

Finally (i think), don't edit your bids from now on (8:45pm PST October 17th). If you make a mistake on your bid, just post another bid. If you edit a bid, yours will be ruled ineligible and you will no longer be able to bid on that player.

200k$ more overall, including the adjustment for signing bonus, yes? (so, a deal at 1.2M with 300k signing bonus would acceptably beat a bid of 1.2M with a 100K signing bonus?)

Yes.... the total yearly contract needs to be 200k more than the previous bid.
So a 1.2 million with 300k has a total yearly contract of $1.5 million whereas a 1.2 million with 100k has a total yearly contract has a 1.3 million. It's all about the total yearly contract that needs to be outbid.
For example if someone bids $1 million and a $500k signing bonus and someone else bids a $1.5 million with a $100k signing bonus would not exceed the yearly contract by $200k so it would be an ineligible bid.

Maybe me changing my avatar and username for the messageboard will help GMs figure some things out...
Word of advice: Gareth, Bryce, Jesse, etc. have a pretty good handle on whats going on... perhaps a private message would have been a better way to express your dissatisfaction if you can't understand things...

What happens to the GM's not updating their 20 man roster with bids? If you can prove they've exceeded the cap room they have then punishment is warranted, however, it's more of a helpful tool for gms not to exceed the cap

It's been stated during more than one free agency period that is as open such as this to not ever edit your posts. Not even for a spelling mistake. If you notice an error in your post, make a new post and quote your previous one. I had that rule when I ran the show too. It's nothing new and the merits of the rule are quite obvious.
